Claude spend-limit errors: false pauses, HTTP 400 and 429 explained

A spend-limit notice does not necessarily mean your balance is exhausted. Claude has resolved the October 7 issue that incorrectly paused some organizations. If requests still fail, compare usage records with the response body and retry-after header. Monthly caps, limits you set yourself and rate limits require different responses.

Service eligibility and regional restrictions

PuppyIP serves only compliant overseas businesses and their authorized personnel. Proxy services are not available in mainland China. The service may only be used for lawful business activities outside mainland China. Use of this service within mainland China is prohibited.

Hosting a proxy IP or server overseas does not change these restrictions. The service must not be provided to end users in mainland China through relaying, forwarding, sharing or resale. Before use, read the Terms of Service.

Key Takeaways

  • The October 7 false-pause incident is marked Resolved. That does not make every current error a false positive or prove that a notice means the balance is exhausted.
  • API organization spend caps apply per calendar month. The standard Start, Build and Scale caps are $500, $1,000 and $200,000 USD, not Pro or Max subscription prices.
  • A real tier spend-cap 429 has no retry-after header. On the Messages API, enforced_spend_limit_reached identifies it; automatic retries cannot restore access sooner.
  • Self-set organization or workspace limits normally return 400. Claude Code workspaces can instead return 429 with retry-after, so the status code alone is not enough.

Has the false spend-limit pause been resolved?

Start with the scope Claude actually confirmed. The spend-limit incident update posted on October 7 at 21:23 UTC is marked Resolved. Some organizations were incorrectly treated as having reached their spend limit, causing refused requests on the Claude API, Claude.ai, Claude Code, Claude Security and Claude Cowork.

Some refusals at that time therefore came from an erroneous pause; they do not prove that users had exhausted their balance. The announcement does not give affected regions, plans, organization counts or recovery results for individual accounts. A refusal you encounter now still needs its own response checked.

First establish how the request is authenticated. An organization's API in Claude Console and Claude Code signed in through a Pro or Max subscription do not use the same allowances. The dollar-denominated monthly tiers below apply to API organizations, not directly to personal subscriptions.

What should you save before interpreting a 400 or 429?

From the existing error log, retain the HTTP status, error.type, error.details.error_code, any access-resumption time and whether retry-after is present. Also note the time, model, request entry point and request_id. Remove API keys, prompts and customer content before sharing the record with an administrator or support.

An authorized administrator can check the organization's current tier and limits on the Rate limits page in Claude Console, then compare monthly spending and self-set limits under Settings > Billing. New organizations may be in an Evaluation tier below the standard table, so general published figures do not establish your actual allowance.

Hypothetically, two programs both receive 429. One response contains enforced_spend_limit_reached with no retry-after; the other identifies a per-minute request limit and supplies a wait time. The first calls for a spending check, the second a traffic check. This hypothetical illustrates the decision, not a tested account recovery.

Why do retries fail after the monthly spend cap is reached?

An API spend cap limits how much an organization can spend in each calendar month; a rate limit controls throughput within a period. Standard monthly caps for Start, Build and Scale are $500, $1,000 and $200,000 USD respectively. Custom arrangements are handled by the account team and have no uniform monthly spend cap.

Reaching a tier's monthly cap returns HTTP 429 with error.type set to rate_limit_error. On the Messages API, error.details.error_code is enforced_spend_limit_reached, which helps distinguish a spending pause from an ordinary rate-limit 429.

This spend-cap 429 has no retry-after header, and the SDK's automatic retries continue to fail. The documented pause lasts until 00:00 UTC on the first day of the next month, unless a higher limit is approved sooner. Use the current response and your organization's approved limit; do not reuse the date from the documentation's example.

If the workload genuinely needs a higher cap, an administrator can use Request tier increase on the Rate limits page or ask official support to assess the request. More frequent retries, a credit purchase or submitting an application is not confirmation that the cap has increased.

How do self-set 400 limits and the Claude Code 429 exception differ?

Reaching a spend limit set for an organization or workspace normally returns HTTP 400 with error.type set to invalid_request_error. The message identifies the specified API or workspace usage limit and states when access resumes. Compare that limit first; not every 400 means the request parameters are wrong.

A self-set organization limit can be viewed or adjusted under Settings > Billing, in Spend limits, through Adjust limit or Set limit. It cannot exceed the current tier's cap. Check the budget and authorization before changing it, and retain cost controls rather than making removal of a safety limit the default troubleshooting step.

Limits on the Claude Code workspace are checked separately. Exceeding that workspace's limit can instead produce a 429 with retry-after. The header therefore does not always mean a per-minute throughput issue: inspect whether the message identifies a workspace limit, and confirm the organization and workspace actually in use.

After an administrator makes an authorized change, confirm that the intended limit was saved, then make one bounded check consistent with the response conditions. If requests remain refused, retain the new response for support. Repeatedly changing keys, accounts or IP addresses is not a way to resolve the limit.

What is the difference between a rate-limit 429 and delayed Console usage?

Messages API rate limits separately measure requests, input tokens and output tokens per minute. A rate-limit 429 identifies the limit and supplies retry-after. Use that wait time for bounded retries and reduce traffic bursts. A sharp rise in usage can also trigger acceleration limits; do not classify every 429 as monthly spending.

As checked on October 11, a separate Console usage-loading incident remains in Monitoring. Claude says loading errors have been mitigated, but approximately the most recent 30 minutes of usage may appear late, and API requests are not affected. This is a different incident from the resolved false spend-limit pause.

Missing recent Console figures do not establish zero spending or an unavailable API. Keep the response and the time covered by the usage record, then reconcile the figures when they catch up. Actual refusals still need to be classified as a self-set 400, monthly-cap 429 or rate-limit 429 using the response details.

What should support receive if the limit appears unspent but requests fail?

Compare the organization, workspace and entry point used by the request with the limit you are viewing. Organization-wide limits still constrain workspaces; spare allowance in one workspace does not guarantee that the organization can continue. A bill from another organization cannot establish the affected request's position.

Give an administrator or official support a redacted record of the time, status, error type, request_id, model and relevant limit comparison. Distinguish persistent refusals, intermittent 429s and merely delayed Console figures so they can investigate the specific problem, rather than receiving only a report that the balance is insufficient.

Before resuming a batch after access returns, check which tasks already completed and continue with unfinished items. For tasks that write to an external system, confirm the result before sending them again to avoid duplicate actions. A Resolved notice or one successful request does not mean the whole business batch has completed automatically.

Frequently Asked Questions

Does buying more API credits immediately increase the monthly cap?

You cannot infer that. Available balance, a self-set limit and the tier's monthly cap are separate conditions. Identify the reason for the refusal before an authorized person takes action. A higher tier cap requires the official request or support process; do not buy credits solely because an error mentions a spend limit.

Does Claude Platform on AWS use the same tier-increase button?

Claude documents the same monthly caps and pause behavior, but AWS billing and tier increases work differently, and the standard Request tier increase flow is unavailable. Contact your Anthropic account representative or support with the models and actual usage you need reviewed, rather than copying ordinary Console credit or tier-increase steps.

Do Pro or Max users automatically have a $500 monthly API cap?

There is no such mapping. $500 is the standard monthly spend cap for an API organization on the Start tier, not a Pro or Max subscription allowance or monthly price. Establish whether the tool uses subscription sign-in or organization API credentials, then check the limits applicable to that entry point.
