Service eligibility and regional restrictions
PuppyIP serves only compliant overseas businesses and their authorized personnel. Proxy services are not available in mainland China. The service may only be used for lawful business activities outside mainland China. Use of this service within mainland China is prohibited.
Hosting a proxy IP or server overseas does not change these restrictions. The service must not be provided to end users in mainland China through relaying, forwarding, sharing or resale. Before use, read the Terms of Service.
Key Takeaways
- The FAQ read October 9 says free Team for one year and $1,000 API credits exceed capacity. The earlier expansion post does not establish current availability.
- Claimed offers remain usable. Applications will be re-reviewed and some statuses may change; approval and claiming are different stages.
- Existing members retain Startup Stack, Applied AI office hours, and events. Monthly Max/Team API credits continue separately from startup credits.
- Age and fundraising are only some conditions. Program terms also restrict regions, business operations, and service recipients, without guaranteeing approval.
Can you claim a free Team year from the old announcement?
Do not treat the old post as delivered credit. As read October 9, 2026, the official FAQ says a free Team year and $1,000 API credits exceed capacity, without a restoration date or detailed queue mechanism.
The program still serves eligible startups. Terms exclude companies established or operating in listed regions including China, or planning to provide Anthropic services to people there. Age/funding conditions do not replace eligibility and compliance review.
The October 6 expansion described up to five Premium seats for one year for companies new to Team, and one-time $1,000 credits for approved companies. Current capacity changes mean that historical post cannot alone establish a free budget.
The FAQ gives no exact publication time for the capacity statement. This page records the state seen October 9, not a proven effective date or permanent cancellation.
Claimed, approved, and applying have different implications
Already-claimed offers remain unchanged and usable in the account. That does not mean no expiry, an extension, or additional delivery; follow Console balance and offer terms.
Approval or application alone is not claiming. All applications will be reviewed again, with some status changes possible. The FAQ does not fully explain unclaimed benefits or prior approvals.
Hypothetically, a team has an approval email but no Console credit. Retain the email and check project/billing state, budgeting from actual available balance rather than automatically counting the old email's offer.
Do monthly Max and Team credits change too?
The FAQ separates the over-capacity one-time startup offers from monthly Max/Team API credits continuing in Console. It does not cancel every subscription benefit or announce a chat reset.
Monthly credits have their own plan, billing-cycle, and linking conditions. Identify startup offers, subscription credits, and purchased balance separately rather than combining guaranteed delivery.
API-dependent teams should check available balance and future paid arrangements. Program status and present API access are different; this guide claimed no offers, called no API, and checked no company account.
What existing members retain
The FAQ retains Startup Stack, Applied AI office hours, and events for existing members. Startup Stack combines partner discounts and credits, not cash from Anthropic to each company.
The listed up to $45,000 is combined offer value depending on tools, plans, team size, and provider terms. It does not mean every company can claim all offers or treat the total as budget balance.
Partner offers come from independent providers under their terms. Unless a provider says otherwise, they are not transferable or resellable; codes, links, and benefit information cannot be shared outside the company.
No venture funding is required, but eligibility still matters
The expansion lists formation within five years or funding within two years. The FAQ includes bootstrapped, pre-seed, and venture-backed startups; absence of VC alone is not disqualifying.
Those conditions do not guarantee approval. Applications must be complete and compliant; Anthropic considers traction, investment, and Claude integration/use and retains verification and final decision rights. An overseas email or egress does not replace company and recipient eligibility.
VC-backed companies may obtain up to $100,000 additional API credits through participating VCs. This is a separate conditional benefit, not an automatic application upgrade or proof the over-capacity $1,000 remains claimable.
Three actions: Check state, keep notices, recalculate budget
Step 1: check program status, claimed offers, and actual billing balance in Claude Console. Separate claimed, approved-unclaimed, and pending-review states.
Step 2: retain approval, claiming, and re-review notices and check the application email. The FAQ targets review within one week with email decisions, not guaranteed approval or credit within seven days.
Step 3: recalculate startup budget from actual entitlements. Do not count unclaimed offers as certain offsets; use claimed ones under account conditions. For conflicting states, explain email/Console differences to the official team and await the application-specific answer.

Frequently Asked Questions
Must existing members reapply?
The FAQ says no new application is needed while all applications are re-reviewed. Not refilling forms does not mean no review or already-delivered unclaimed benefits.
Can startup credits pay for Bedrock or Vertex AI?
No. They cover first-party Claude API in Console, not Bedrock, Vertex AI, or other third parties.
Does approval automatically raise API rate limits?
The FAQ attaches higher limits to members who actually receive program credits, not merely application or approval email. Verify specific limits in Console.
