eBay EU product IDs from November 1: Listing ID and second-hand goods explained

eBay says goods shipped from outside the EU to EU buyers need product identifiers from November 1. Record the Listing ID, then find the manufacturer’s code and any existing standard barcode. What needs to be ready by November 1, and which goods are in scope?

eBay’s EU customs announcement asks sellers to prepare M-PID, NS-PID and S-PID where it exists for goods shipped from outside the EU to the EU from November 1, 2026. Its notice says regardless of item value. Missing information may disrupt delivery or lengthen processing and customs clearance. This is not a deadline for buyers to place orders.

Section 8.2 of the EU guidance dated October 5 instead limits the PID requirement to distance sales of imported goods not exceeding €150. It says B2B flows are in principle outside scope and an Annex amendment is being prepared to clarify the limit. Do not turn the platform’s preparation notice into one legal rule covering every value and transaction.

Sellers can prepare product data under eBay’s notice now. For orders above €150 or B2B transactions, confirm the applicable declaration requirements with the carrier or customs representative. The relevant movement is from outside the EU customs territory into it, not which eBay site you use or where you personally work.

Which identifier is the Listing ID, manufacturer code or barcode?

M-PID is the identifier used by the selling platform to identify the product. eBay explicitly maps it to the Listing ID, found under About this item. Record the complete value; an order number, tracking number or a newly invented internal SKU is not the same identifier.

NS-PID is assigned by the manufacturer, producer or product supplier without relying on an international standard. An MPN is a common example. Check the item, packaging, supply records or manufacturer information and match the code to the exact model and variant. Do not borrow a similar product’s code.

S-PID is a standardized identifier supplied where it exists, such as GTIN, EAN, UPC or ISBN. The guidance does not require purchasing a new standard barcode for every item. Having no S-PID is different from lacking the required NS-PID.

eBay says an existing S-PID can also serve as NS-PID. EU guidance explains that the two types can share a value, but both types still need to be reported in the corresponding declaration fields. A single barcode does not automatically fulfill every PID requirement.

Used goods, refurbished items and antiques are not one “no code” category

Section 8.8 of the EU guidance says ordinary second-hand and refurbished goods receive no privileged administrative treatment and need the original product’s PID. Personalized textiles need the underlying textile’s PID; other customized offers also require checking the underlying good or service rather than inventing an apparently valid identifier.

For antiques, collectibles, art, stamps and coins falling within the specified 9701–9706 commodity classifications, the guidance allows the literal M-PID in C127 and NS-PID in C128 as an administrative compliance treatment. Classification is a condition. It does not apply automatically to every old object, used garment or listing labeled vintage.

Hand-made and artisanal goods have a separate list of specific commodity codes; not every handmade item automatically qualifies. If classification or the original code is uncertain, have the carrier or customs representative review the description and available evidence. A listing category alone is not enough to choose the tolerance.

Hypothetically, a used camera and a collectible correctly classified under 9705 cannot share a treatment merely because both are old. First find the camera’s original identifiers; for the collectible, also establish that the actual classification meets the guidance’s conditions. This example illustrates the checks, not a completed classification of a real item.

Using eIS, self-shipping or SpeedPak: what to prepare

For eBay International Shipping (eIS), eBay asks sellers to keep listings up to date and add manufacturer or standardized product IDs where available so inventory remains visible to EU buyers. Sample the listings intended for EU sales and verify that the Listing ID and product variant match.

For self-shipping or SpeedPak, eBay asks sellers to provide required PID information to the carrier. Before shipment, ask which fields the carrier accepts, how to transmit them and how missing values are handled. The announcement gives no universal upload path or file format covering all logistics services.

As a practical preparation step, associate each item with its Listing ID, manufacturer code, standard code and supporting evidence before handing the data to logistics staff. This organization does not replace a declaration. Confirm listing entry, carrier receipt and customs acceptance separately.

If there is no standard barcode, identify which value is missing

EU guidance maps C127 to M-PID, C128 to NS-PID and C129 to S-PID. Y081 reports that no standardized manufacturer identifier exists. It is not a general “no code” option that also removes the Listing ID and manufacturer-identifier requirements.

Where NS-PID exceptionally does not exist, the guidance expects the manufacturer, producer or product supplier to assign one, with no single mandatory structure. First check supply-chain records and any classification-based tolerance. Do not pass a random seller-created value off as a manufacturer’s code merely to complete a form.

A carrier interface may not display these customs codes directly, and national declaration systems have their own format requirements. Ask the customs representative to confirm the mapping and inspect the complete received values. Preserve leading zeros and model symbols; a spreadsheet looking correct does not prove complete data transmission.

The €3 duty, €2 handling fee and PID are separate requirements

PID concerns product identification and declaration data. The temporary €3 customs duty applies from July 1 under the relevant low-value import arrangements and is calculated per declaration goods item, not uniformly per parcel or individual physical unit. Paying duty does not establish that PID requirements are satisfied.

The October 5 guidance sets out a €2 Union handling fee per declaration goods item, including goods above €150 when they meet the distance-sale definition. It also labels the delegated act under scrutiny and says application is expected from November 1. This is not evidence of implementation or a final legal effective hour.

The guidance is explanatory and expressly gives legal provisions precedence. Check the platform notice, the carrier’s actual requirements and final rules separately.
