Copilot code review can bill the organization: set allowance and authorization separately

Licensed members' Copilot review usage can now be billed to the repository's organization instead of their allowance, provided paid AI Credits usage is enabled. Administrators must separately set who can request reviews: changing the payer neither grants access nor removes other resource charges.

Service eligibility and regional restrictions

PuppyIP serves only compliant overseas businesses and their authorized personnel. Proxy services are not available in mainland China. The service may only be used for lawful business activities outside mainland China. Use of this service within mainland China is prohibited.

Can the organization pay after a personal allowance runs out?

Organization billing is available as a paid configuration. GitHub announced October 8, 2026 that organization owners can bill licensed members' review usage to the repository's organization. Paid AI Credits usage must first be enabled; this is not free additional allowance.

Default Member billing uses members' own entitlement and fails reviews when exhausted. Organization changes the payer to the repository owner. It does not add personal allowance or shift every repository and Copilot feature to the organizational bill.

Can reviews continue after the organization budget is exhausted?

Organization billing is not unlimited. For Business and Enterprise, budget blocking depends on the selected billing source: user billing checks the user budget; organization billing can be blocked by exhausted organization or cost-center budgets or enterprise spending caps.

There are two cost layers. AI Credits pay for model review, while agentic context gathering and tools also use GitHub Actions resources. The organization switch does not include Actions minutes in AI Credits or promise free runners or reviews.

How can a team combine payer and access choices?

Hypothetical example: Lin's personal Copilot allowance is exhausted on an organization repository, and the organization agrees to fund further reviews. No account operation was performed here. Administrators first meet paid-usage conditions and select Organization to change the payer.

If authorized-user restriction also applies and Lin has only a personal license, payment configuration does not authorize the request. Check organizational or enterprise licensing and access separately. Any remaining ruleset review should be evaluated by its trigger.

The benefit is clear cost responsibility and access scope. Record payer, applicable budgets, license provider, and automatic triggers separately rather than only “Copilot enabled,” making completed or blocked reviews easier to explain.

Are bot-created or bot-requested PR reviews billed like ordinary members?
