Service eligibility and regional restrictions
PuppyIP serves only compliant overseas businesses and their authorized personnel. Proxy services are not available in mainland China. The service may only be used for lawful business activities outside mainland China. Use of this service within mainland China is prohibited.
Hosting a proxy IP or server overseas does not change these restrictions. The service must not be provided to end users in mainland China through relaying, forwarding, sharing or resale. Before use, read the Terms of Service.
Key Takeaways
- On October 27, OpenAI said U.S. Oracle customers can buy its API, Codex, and ChatGPT Work through Oracle Marketplace.
- Payment may use eligible Oracle Universal Credits; the announcement did not publish prices, usage rates, or a credit-to-product conversion ratio.
- Oracle AI Workspace was described as in development, with no release date. It is separate from the Marketplace purchasing route.
- Oracle AI SMB Bundle is a separate, limited application program. Its OCI credits, ChatGPT credit, and Marketplace purchase eligibility are not interchangeable.
What purchase route did OpenAI confirm on October 27?
OpenAI’s October 27 post says U.S. Oracle customers can purchase the OpenAI API, Codex, and ChatGPT Work through Oracle Marketplace, using existing procurement processes and eligible Oracle Universal Credits.
This confirms a purchasing channel. It does not say every OCI customer qualifies or that the services are free. The post does not list product prices, a credit-to-product conversion ratio, usage rates, SKUs, or the amount of eligible credit in an individual account.
Check eligibility and geography first
The October 27 announcement explicitly names U.S. Oracle customers. An August 7 OpenAI update also described U.S. availability at that time and said additional regions were coming; the new post does not confirm a launch date or eligibility outside the United States.
Before buying, ask your Oracle representative whether your contract and Universal Credits qualify, which product listings are actually available in Marketplace, and what access, billing, metering, and usage limits apply. “Eligible Universal Credits” does not mean that any OCI balance can be used.
A Marketplace purchase does not mean Oracle AI Workspace is live
OpenAI describes Oracle AI Workspace as an integration Oracle is developing to bring Oracle applications and data into ChatGPT. The October 27 post gives no release date, tenant-enablement rules, or availability scope for Workspace.
Oracle’s partnership overview and announcement blog also caution that the described product direction is not a delivery commitment; development, release timing, and pricing can change. The confirmed purchasing route should not be read as proof that the Workspace integration is generally available.
Oracle AI SMB Bundle is a separate program
Oracle separately describes the AI SMB Bundle: eligible small businesses can apply for US$12,000 in OCI credits per year, renewable for up to two additional years; eligible team members may also receive a one-time US$50 ChatGPT credit, for up to five people. The OCI credits are not US$12,000 of OpenAI API balance, and the ChatGPT credit is separate from Marketplace Universal Credits.
Oracle says the program has limited availability and applications are reviewed. Applicants must pass business verification and be U.S.-based, privately held, for-profit businesses independent of a larger company. Government entities, nonprofits, crypto businesses, service-only consultancies, blocked companies, and existing Oracle customers that have received or used more than US$250,000 in Oracle Universal Credits are excluded from this program. Each product keeps its own access rights, usage limits, and terms.
Three checks before you place an order
First, confirm that your Oracle entity and contract can use the U.S. Marketplace purchase route, and ask Oracle which Universal Credits are eligible for these OpenAI offerings.
Second, check the product listing, region, metering, usage rates, and contract limits separately for the API, Codex, and ChatGPT Work. The October 27 post does not publish these commercial details.
Third, evaluate Workspace and the SMB Bundle separately. Workspace was still described as in development; the bundle has its own application criteria and product terms. Neither should be treated as an automatic extra in a Marketplace purchase.

Frequently Asked Questions
Will my existing Oracle Universal Credits definitely pay for the OpenAI API?
Not necessarily. OpenAI says eligible Oracle Universal Credits may be used. Ask Oracle to confirm your contract, credits, and Marketplace listing are eligible.
Can Oracle customers outside the United States buy now?
The October 27 post names U.S. Oracle customers only. An August OpenAI update said more regions were coming, but the new announcement does not confirm that another region has launched.
Can I already use Oracle AI Workspace inside ChatGPT?
OpenAI described Workspace as an integration Oracle is developing and gave no release date or tenant-enablement process. Oracle also says product descriptions do not guarantee delivery.
Is the Oracle AI SMB Bundle’s US$12,000 an OpenAI API credit?
No. Oracle lists US$12,000 per year as OCI credits. The ChatGPT usage credit is a separate, one-time benefit for up to five eligible people. Applications are reviewed and each product has its own terms.
