Service eligibility and regional restrictions
PuppyIP serves only compliant overseas businesses and their authorized personnel. Proxy services are not available in mainland China. The service may only be used for lawful business activities outside mainland China. Use of this service within mainland China is prohibited.
Hosting a proxy IP or server overseas does not change these restrictions. The service must not be provided to end users in mainland China through relaying, forwarding, sharing or resale. Before use, read the Terms of Service.
Key Takeaways
- Only purchased TikTok Shipping labels qualify, with one warehouse per manifest. Create separate manifests for different warehouses.
- Prepare the entire batch before scanning. Match app counts and lists to physical parcels, then photograph and finish. On-screen barcodes do not replace physical labels or printed manifests.
- The first TikTok Manifest scan time is retained. Repeated scans do not refresh it or directly change order status.
- Canceling and replacing a label does not transfer the original scan. Add the replacement to a new manifest and scan again.
Eligibility requires an invitation, not just a shipping label
TikTok Manifest lists a batch of parcels with a QR code. The US guide dated October 8, 2026 limits it to invited eligible sellers. That date proves neither every shop has access nor an exact launch time.
Only TikTok Shipping labels are supported. The companion In-App Scan guide says Seller Shipping sellers are currently ineligible. Neither guide separately specifies FBT rules, feature charges, or complete invitation criteria, so do not promise free or default access.
If the TikTok manifest button is absent, ask your Account Manager about permissions. Existing In-App Scan users can scan individually under their permissions. Otherwise continue normal fulfillment rather than delaying handoff while searching for access.
Create a manifest for one warehouse
Step 1: purchase TikTok Shipping labels in Seller Center and attach each to the correct parcel. Group by warehouse and prepare every included parcel; one shop's different warehouses cannot share a manifest.
Step 2: open Package shipment under Manage Orders, then Waiting collection. Select parcels to hand over together, click TikTok manifest, confirm shop, warehouse, and count, then Create manifest.
Step 3: print the Manifest PDF and keep it with the physical batch. Its QR code, carrier, service, and count identify the batch; they are not evidence the carrier received it.
Prepare the whole batch and confirm the scan
Step 1: use the latest TikTok Shop Seller App and enable Scan TikTok Manifest under Fulfillment setting. Scan the printed QR code only when all listed parcels are ready for handoff, not an incomplete batch.
Step 2: match the recognized count and list against physical parcels. If they differ, use Rescan and recheck. Once matched, photograph the batch as instructed, finish, and promptly hand it to the carrier.
Hypothetical example: a manifest lists 12 parcels but only 11 are ready. Prepare the last parcel before completing the scan. Both the count and photograph should show the actual complete handoff-ready batch.
To inspect records, open View logistics for an order in Manage Orders, Package Shipments, and check Tracking results. Use View details under Manifest label to inspect included orders and tracking.
To filter, open Manage Orders, Filter, Package scan status, then Include and TikTok manifest. Reconcile results with the physical handoff batch, not merely the presence of filter results.
First-scan timing can help metrics, but cannot replace handoff
Dispatch SLA is the platform's dispatch deadline. For eligible orders, a successful manifest or individual scan may count as a qualifying dispatch event, with timeliness based on the earliest recognized event. That does not guarantee all orders avoid late dispatch.
The companion guide says LDR may use the earliest qualifying event, potentially carrier acceptance, USPS manifest, or In-App Scan. OTDR calculations involving dispatch also follow applicable order rules. One scan does not guarantee final on-time delivery.
TikTok Manifest retains its first recorded scan; rescanning does not replace it. Scanning does not change order status or replace physical handoff or carrier scans. The platform checks usage and later logistics performance; false preparation, handoff, or fulfillment signals may lead to warnings or restricted access.
Replacement labels and already-manifested parcels
Parcels already individually scanned or included in a USPS manifest can join TikTok Manifest. Those already in another TikTok Manifest are skipped and marked as previously manifested, rather than included again as a new batch.
When canceling and purchasing a new label, the old manifest scan does not transfer. Add the parcel to a new TikTok Manifest and scan using the new label, checking new tracking rather than relying on old records.
Individual In-App Scan normally records each parcel once, but a canceled label replaced with a new one can be scanned again. Individual and manifest scans have different recording rules; an individual repeat limit does not prohibit every replacement label.
Missed or failed scans: Keep fulfillment moving
Individual scanning validates tracking against the shop, prior records, and barcode recognition. Failed validation saves neither time nor photo. Check the label, matching parcel, app version, and displayed error first.
If a scan is missed, continue fulfillment and hand over on time instead of delaying dispatch to recreate it. Scanning records genuine preparation before handoff; recognition as a dispatch event still depends on order eligibility and rules.

Frequently Asked Questions
Can USPS First-Class Mail Letter use individual scanning?
The In-App Scan guide supports USPS FCML with platform-provided scannable barcodes for eligible letters. TikTok Shipping labels and permissions still apply; this does not extend batch manifests to every mailed letter.
Can I still use USPS SCAN Forms?
Yes, eligible parcels can use USPS manifests scanned by USPS staff at handoff. Timeliness uses the earliest platform-recognized event; the new feature does not replace that path.
What privacy boundaries apply to photos?
Photograph only the actual ready parcels or batch as instructed, excluding unrelated people, personal belongings, and private information. Unrelated scenes cannot substitute for preparation evidence.
