PuppyIP Terms of Service

Version: 2026-09-18 · Last updated: September 18, 2026

These Terms of Service (the “Terms”) set out the service rules agreed between you and the entity operating PuppyIP for its official website, customer portal, static residential proxies, wallet, orders, renewals, Customer API, sandbox and related support services.

Service eligibility and regional restrictions

PuppyIP serves only compliant overseas businesses and their authorized personnel. Proxy services are not available in mainland China. The service may only be used for lawful business activities outside mainland China. Use of this service within mainland China is prohibited.

Hosting a proxy IP or server overseas does not change these restrictions. The service must not be provided to end users in mainland China through relaying, forwarding, sharing or resale. Before use, read the Terms of Service.

Important notice

Before registering, paying or using the service, read and understand these Terms carefully, especially the boundaries between proxy resources and business outcomes, delivery rules, refund destinations, prohibited uses and liability limits that materially affect your interests.

At checkout, actively verify the region, route, quantity, service period and price, and acknowledge that proxy IPs do not guarantee third-party platform approval, account status, traffic, orders, advertising performance, transaction outcomes or business income. PuppyIP remains responsible for the agreed delivery and after-sales obligations required by law.

Article 1 — Application and acceptance

1.1 These Terms apply to the PuppyIP official website, customer portal, static residential proxy service, wallet, orders, renewals, Customer API, sandbox environment and related after-sales support. The Privacy Policy, After-sales and Refund Policy and specific rules clearly published on the relevant pages form part of the agreement between the parties.

1.2 PuppyIP serves only compliant overseas businesses and their authorized personnel. You must ensure that you have full authorization from your business and that the relevant activities and use comply with applicable laws and regulations.

1.3 By actively checking the acceptance box during registration or checkout, submitting an order, calling the Customer API or using the service, you confirm that you have read, understood and accepted these Terms. The platform may lawfully retain the accepted version, acceptance time, orders and necessary security logs to provide the service and resolve disputes.

1.4 PuppyIP may update these Terms in response to changes in laws and regulations, product capabilities, security requirements or transaction processes. Material changes affecting pricing, refunds or liability limits will be communicated in a reasonable manner and will generally apply to new orders or subsequent services after taking effect, without retroactively changing the core terms of paid orders, except where laws, regulations or urgent security measures require otherwise.

Article 2 — Service scope and product information

2.1 PuppyIP provides static residential proxy IP listings, order checkout, resource delivery, wallet management, renewals, after-sales support, the Customer API and related services.

2.2 Available countries or regions, cities, routes, protocols, authentication methods, stock, quantity limits, prices, service periods, renewal capabilities and other product attributes are determined by the information actually shown on the purchase page, checkout confirmation, order records and instance details.

2.3 PuppyIP provides proxy IP resources and management tools. It does not provide VPN services or other services inconsistent with the product descriptions, and does not assist with unlawful uses.

2.4 Tutorials, articles, FAQs, test results and support suggestions help explain products and troubleshoot issues. They do not guarantee results for any particular website, account or business activity.

2.5 PuppyIP proxy services are not offered or provided in mainland China. The service may only be used for lawful business activities in network environments outside mainland China. Use within mainland China is strictly prohibited.

2.6 Users must not provide this service to end users in mainland China through relaying, forwarding, sharing, resale or any other means. Locating proxy IPs, servers or other network resources outside mainland China does not alter these service-scope and geographic restrictions. Technical configurations in tutorials do not constitute exceptions.

Article 3 — Accounts, identity and credential security

3.1 You must provide truthful, accurate, lawful and valid registration information. You must not impersonate others or use their email addresses, register accounts in malicious batches or through automated programs, or obtain accounts through other improper means.

3.2 You must safeguard login passwords, email verification codes, secondary verification information, API keys, proxy usernames and passwords, and order information. Do not disclose, rent or lend them to unrelated third parties.

3.3 Where the platform has performed reasonable identity and security checks, actions initiated through your account, session or API key may be treated as actions by you or with your authorization. The responsible party bears liability under applicable law for losses caused by poor credential handling, infected devices, shared accounts or insecure environments.

3.4 If you discover unusual logins, exposed credentials or irregular orders or balances, promptly change your password, disable the relevant credentials and contact support. After receiving valid notice, the platform will reasonably assist with measures such as restricting sessions, revoking credentials or checking transactions.

3.5 Personal identity and business declaration information in account settings is submitted voluntarily for account records and is not a prerequisite for purchases or renewals. Users must ensure that the information is truthful, accurate and properly authorized. Submitting or declining to submit it does not change the eligible users or geographic restrictions.

Article 4 — Orders, payment and delivery

4.1 Before ordering, check the product type, country or region, city, route, protocol, quantity, price, service period, stock and purchase restrictions. Checkout displays the key order details before payment and gives you an opportunity to correct your selections.

4.2 Stock, prices and availability on browsing and filtering pages may use short-lived caches to improve access speed. Before payment, the system checks availability and the payable amount again during checkout. The checkout confirmation contains the transaction details you should carefully review before paying.

4.3 Once an order is submitted and paid, the platform will initiate delivery in accordance with the order. It will not use standard-form terms to deny the contractual effect of a paid order.

4.4 Delivery typically includes the IP address, port, supported protocols, proxy username and password, expiry time and customer-visible route information. The order and My Static IPs page provide the applicable details.

4.5 If compatible allocation rules have been clearly disclosed on the order confirmation page, the platform may allocate a compatible route without reducing the confirmed product type, country or region, protocol or service period, or increasing the customer price. Changes to those core terms require your prior confirmation.

4.6 If stock changes, route maintenance or system issues prevent fulfillment of a paid order as agreed, the platform will offer a compatible delivery solution meeting the agreement. If no reasonable solution is available, it will cancel the undelivered portion and handle it under the After-sales and Refund Policy, rather than requiring you to wait indefinitely.

Article 5 — Proxy resources and business outcomes

5.1 PuppyIP provides proxy IP resources and related management services, not a service tailored to achieve outcomes for your particular website, account, advertising, trading or business operations.

5.2 PuppyIP does not promise that proxy resources will work with any specified third-party website, application or business scenario. It does not guarantee account approval, avoidance of risk controls, traffic, orders, advertising performance, transaction outcomes or business income.

5.3 Target-site policies, account information and history, third-party risk controls, network routing, carrier conditions, your local network, devices, client configuration and DNS can affect access and business results. Unsatisfactory outcomes caused by these factors do not by themselves establish a quality issue with the proxy resource.

5.4 Third-party databases may differ in their assessments of IP location, network attributes, reputation or risk. A single third-party test is not the sole basis for determining resource quality. The platform considers order information, basic connectivity tests and necessary test records together.

5.5 These limitations on business outcomes do not release PuppyIP from its delivery obligations. If delivery differs from the order, credentials are incorrect, or the resource cannot establish basic connectivity under the agreed test conditions and cannot be repaired or replaced, the After-sales and Refund Policy still applies.

Article 6 — Service periods and renewals

6.1 The service period for a static residential proxy begins when the order is successfully delivered or activation is explicitly confirmed by the platform. The instance details specify the start and end times.

6.2 If an instance expires without renewal, service may stop and the resource may be released or reclaimed. Renew within the renewal window shown on the page.

6.3 Renewal eligibility depends on the instance status, route status and renewal window. If the page says renewal is unavailable, the retention period has ended or the resource has been released, the platform does not guarantee restoration of the original IP.

6.4 After successful payment for a renewal, the platform should extend service for the confirmed period. If renewal ultimately cannot be completed, it will cancel the failed portion and handle it under the relevant payment method and after-sales rules.

Article 7 — Wallet, payments and refunds

7.1 Wallet balances are used to purchase products and services on PuppyIP. Top-up, debit and refund amounts and times are checked against platform orders, wallet transactions and payment-channel records together. For duplicate payments, successful payments not credited or unusual debits, submit the order number and payment evidence for review.

7.2 Refunds for wallet-paid orders are returned to the PuppyIP wallet and shown in wallet transactions and the order status.

7.3 If an order paid through an external payment channel such as Alipay cannot be delivered, the platform may first credit the corresponding amount to the PuppyIP wallet to reduce waiting, clearly identifying the refund destination. If you do not accept wallet compensation and it remains unused, contact support to request handling through the original payment channel under its rules. The same amount will not be compensated or refunded twice. Transactions for which you accepted the USDT / USD terms below follow those specific terms: no on-chain refunds or withdrawals.

7.4 Static residential proxies are online services usable upon delivery. To the extent permitted by law and clearly highlighted at checkout and actively accepted by you, once an instance is successfully delivered with connection details, no-reason refunds are unavailable for subjective reasons such as selecting the wrong region, changed business needs, no longer needing the service or unsatisfactory business outcomes. This clause does not restrict handling of resource faults, incorrect delivery or other circumstances required by law.

7.5 Coupons, promotional gifts, referral rewards and other non-cash benefits are governed by the relevant promotion rules, permitted uses and validity periods. They are not automatically equivalent to withdrawable cash.

7.6 The PuppyIP After-sales and Refund Policy governs specific testing, repair, replacement, refund conditions, refund destinations and required supporting information. That policy does not exclude rights granted to you by law.

These restrictions apply to new USDT payments and USD balance purchases after you accept this version. Earlier transactions remain subject to the terms accepted at the time.

No withdrawals or on-chain refunds: USDT payments and USD account credit are for PuppyIP services only. Withdrawals, currency exchanges and on-chain refunds are not supported, including manual transfers and returns to the sending address. Check the amount and your requirements before paying.

If a purchase or renewal cannot be fulfilled, the eligible amount is credited to your PuppyIP USD balance for future purchases, not sent to an external wallet. For partial failures, only the unfulfilled items are credited. If the entire order fails, the payment identification surcharge is also credited.

Except where required by applicable law. Alipay rules and the agreed terms of historical PayPal transactions are unchanged.

Article 8 — Prohibited uses and abusive behavior

8.1 Use PuppyIP only for lawful, legitimate and necessary purposes. You are responsible for complying with local laws and regulations, target-platform rules, industry standards and your obligations to customers.

8.2 Do not use the service for attacks, intrusion, scanning, brute-force attacks, credential stuffing, spam, fraud, phishing, account theft, infringements of privacy or intellectual property, malicious registrations, dissemination of unlawful information, evasion of lawfully imposed regulation or other conduct harming third-party rights.

8.3 Do not maliciously create large numbers of unpaid orders, register accounts in batches, bypass limits or security measures, scrape non-public interfaces, submit repetitive abusive requests or otherwise disrupt normal use by the platform or other users.

8.4 For accounts showing clear irregularities or security risks, the platform may take proportionate measures such as rate limiting, additional verification, credential revocation, purchase restrictions, suspension of relevant services or cancellation of abnormal unpaid orders. Normal balances and paid orders will be reviewed and handled according to law, with reasonable appeal and support channels.

8.5 If your unlawful conduct directly causes actual losses to PuppyIP or a third party, the responsible party bears corresponding liability within the limits established by law.

Article 9 — Customer API and sandbox

9.1 Authorized customers may use the Customer API to query products, create orders, check delivery and initiate renewals. Requests made with a valid API key and verified signature have corresponding effect on the account as web actions.

9.2 Follow the signing, permission, rate-limit and idempotency rules in the API documentation. Duplicate orders caused by failure to reuse idempotency identifiers, repeated submissions or improper retries will be reviewed and handled using request and order records.

9.3 With the appropriate authorization and compliance with laws and regulations, customers may integrate the PuppyIP API into their own systems and serve downstream customers. They must not impersonate PuppyIP, copy its branding or pages, or make commitments beyond these Terms and the order. Customers remain responsible for their own marketing, pricing, customer relationships and compliance obligations.

9.4 The sandbox is solely for integration testing and simulated exceptional scenarios. Sandbox balances, orders, payment results and proxy instances are test data, not real assets, real stock or delivery commitments for production.

9.5 The platform may impose reasonable rate limits or short maintenance periods for API maintenance, security and stability, and will endeavor to provide actionable information through documentation, error codes or site notices.

Article 10 — Third-party services, maintenance and suspension

10.1 PuppyIP may lawfully use necessary third-party services for payments, email notifications, verification codes, live support, cloud infrastructure and proxy-resource delivery. Customer pages and APIs will not disclose internal integration information unrelated to delivery.

10.2 Failures or rule changes in third-party interfaces, network routes or infrastructure may affect payment, delivery, renewal or access. PuppyIP remains responsible for handling issues under the order agreement and will reasonably take measures such as restoration, repair, replacement, cancellation of undelivered portions or refunds.

10.3 The platform may temporarily adjust or suspend some services for system maintenance, route changes, security investigations, fault repairs or capacity expansion. For foreseeable maintenance likely to materially affect use, it will give advance or timely notice where reasonably practicable.

10.4 The platform may restrict or terminate relevant services for unlawful use, clear security risks, lawful requests from competent authorities or prolonged failure to meet payment obligations. The scope and duration of measures should be proportionate to the risk. Unused balances and unfulfilled orders requiring handling by law are not automatically forfeited.

Article 11 — Privacy, data and intellectual property

11.1 PuppyIP processes necessary account, order, payment, proxy-instance, support and security-log information under the Privacy Policy. Avoid submitting sensitive information unrelated to the issue in notes, tickets or public channels.

11.2 The PuppyIP website, branding, interfaces, copy, tutorials, API documentation, system features and related technical works belong to PuppyIP or the lawful rights holders.

11.3 Except for integration uses expressly authorized by the Customer API, you must not copy, mirror, adapt, rent, sell or reverse-engineer platform content or capabilities, or obtain non-public data, without permission.

Article 12 — Liability limits and force majeure

12.1 PuppyIP will use reasonable commercial efforts to keep the platform secure, stable and available. Internet services cannot be guaranteed to be entirely uninterrupted, error-free or suitable for every business environment.

12.2 To the extent permitted by law, PuppyIP is not liable for indirect losses, lost anticipated profits, advertising losses, loss of goodwill or other consequential losses arising from users' business choices, target-platform penalties, account restrictions or traffic or income falling below expectations.

12.3 Where permitted by law and absent intentional misconduct or gross negligence by PuppyIP, liability for ordinary direct losses arising from an individual order is reasonably capped at the amount actually paid for the affected service. This clause does not limit liability for personal injury, liabilities that cannot lawfully be excluded or consumers' statutory rights.

12.4 Where performance is prevented by unforeseeable, unavoidable and insurmountable events meeting the legal criteria, such as natural disasters, war, government action or major public-network or infrastructure incidents, the affected party may be partially or wholly exempt from liability according to law. It must promptly take reasonable steps to reduce losses and notify the other party where practicable. An ordinary third-party failure does not automatically constitute force majeure.

Article 13 — Notices, evidence and disputes

13.1 The platform may send order, refund, security and Terms-update notices through site messages, order pages, web announcements, email, tickets or live support. Marketing communications will offer choices or unsubscribe methods under applicable rules.

13.2 Disputes about orders, payments, delivery or refunds should be assessed using platform order and wallet records, payment-channel records, request and security logs, test results, support communications and valid materials you provide together. A single record from either party is not automatically the sole basis.

13.3 For questions about the service, an order or these Terms, contact PuppyIP through its support page or officially published contact details. Both parties should first seek resolution through good-faith discussions.

13.4 The formation, performance, interpretation and dispute resolution of these Terms are governed by the laws and regulations of the People's Republic of China. If discussions do not resolve the dispute, either party may bring proceedings before a people's court with jurisdiction according to law.

13.5 If any provision is found invalid or unenforceable, the remaining provisions remain effective. Headings are for convenience and do not alter the meaning of the provisions.
